The U.S. Department of Transportation (DOT) and the Maritime Administration have announced the availability of $450 million for Port Infrastructure Development Program (PIDP) grants for fiscal year 2024. The PIDP is a discretionary grant program administered by the Maritime Administration, with funds awarded on a competitive basis to projects that improve the safety, efficiency, or reliability of the movement of goods into, out of, around, or within a port. The PIDP is open for application through April 30, 2024.
Eligible Applicants
Applicants eligible for PIDP grants include state and local governments, public agencies or publicly chartered authorities established by one or more states, special districts with transportation functions, Native American tribes, multi-state or multi-jurisdictional group of entities previously described, or a lead entity previously described working jointly with private entities.
Eligible Uses
Eligible uses of PIDP grants include projects that improve safety, efficiency or reliability of the loading and unloading of goods at the port; moving of goods into/out of/around/within a port; operational improvements; and environmental/emissions mitigation.
Federal cost-share for PIDP is 80 percent, but the federal contribution may be raised higher than 80 percent for projects located in rural areas or small projects at small ports. Large projects (over $11.25M) require benefit-cost analyses (BCA) that demonstrate cost effectiveness. Small projects at small ports, or projects in non-contiguous states and territories, may not require a BCA as outlined in the Notice of Funding Opportunity.
